ICPPM 2026 Concludes at Chandragupt Institute of Management Patna with Focus on Public Policy and Good Governance

Patna, July 3, 2026: The fourth International Conference on Public Policy and Management (ICPPM–2026), organized by the Chandragupt Institute of Management Patna (CIMP), concluded successfully today. The two-day conference, themed "Public Policy in an Era of Polycrisis: Rethinking Governance, Evidence and Equity", was organized by the Centre for Public Policy, CIMP, in collaboration with the Public Finance Research Cluster at the Andrew Young School of Policy Studies, Georgia State University, USA, with support from NITI Aayog, Government of India.
The conference brought together policymakers, academicians, researchers and development sector experts from India and abroad to deliberate on contemporary governance challenges and evidence-based policymaking.
Technical Sessions Focus on Governance, Climate Change and Bihar's Development
The second day of the conference featured three parallel technical sessions on the following themes:
- Decentralization, Local Governance and State Capacity
- Climate Change, Sustainable Development and Policy Resilience
- Developed Bihar
Seventeen research papers were presented by scholars from leading academic and research institutions across the country. The presentations generated meaningful discussions on strengthening local governance, enhancing institutional capacity, promoting climate-resilient development and advancing inclusive, evidence-based policymaking.
Special Session Highlights Environmental Governance and Biodiversity Conservation
A special session titled "Environmental Policy, Good Governance and Biodiversity Conservation: Institutions, Society and Communities" was organized in collaboration with the Bihar State Biodiversity Board (BSBB).
The session was chaired by Mr. Bharat Jyoti, Chairman of the Bihar State Biodiversity Board. Delivering the keynote address, Dr. Jagmohan Sharma, former Director of the Indira Gandhi National Forest Academy (IGNFA), Dehradun, emphasized that science-based, inclusive and environmentally responsible governance is essential for effectively addressing the global polycrisis.
He stressed that biodiversity conservation, climate adaptation, institutional strengthening, community participation and sustainable management of natural resources should become integral components of public policy for achieving sustainable development.
Artificial Intelligence in Governance Discussed
Dr. Vaibhav Chaudhary from the University of Campinas, Brazil, delivered a special online lecture on "Using Artificial Intelligence in Governance: Effective Policy Planning and Data-Driven Decision Making."
He explained that Artificial Intelligence has the potential to make public policymaking, administrative efficiency and public service delivery more effective, provided it is implemented in accordance with the principles of ethics, transparency and accountability.
Closing Session Calls for Adaptive and Evidence-Based Policymaking
The valedictory session featured an address by Utsav Kumar Singh, Research Affiliate at the Public Finance Research Cluster, Georgia State University, USA.
Following this, Prof. (Dr.) Debrata Samanta, Coordinator of the Centre for Public Policy and Conference Convener, presented the key outcomes of the conference and outlined the way forward. He emphasized the importance of adaptive, collaborative and evidence-based policymaking to effectively address increasingly complex global challenges.
Strengthening Collaboration for Better Public Policy
The conference concluded with a shared commitment to strengthen collaboration among academic institutions, governments and research organizations to promote research, innovation and knowledge sharing in the field of public policy.
Participants agreed that stronger institutional partnerships and evidence-based governance would play a vital role in fostering inclusive, resilient and sustainable development-oriented governance systems in India and beyond.
