New Delhi, July 10, 2026: Victoria University has received a Letter of Approval (LoA) from the University Grants Commission (UGC) under the Ministry of Education, Government of India, clearing the way for the establishment of its Delhi NCR campus in Gurugram.
The milestone was announced during Prime Minister Narendra Modi's visit to Australia for the Third Australia–India Annual Summit in Melbourne. Australian Prime Minister Anthony Albanese joined Prime Minister Modi in welcoming the approval, which enables Victoria University to operationalise its India campus.
The Letter of Approval was formally presented by His Excellency Nagesh Singh, High Commissioner of India to Australia, to The Hon. Steve Bracks, Chancellor of Victoria University, and Professor Adam Shoemaker, Vice-Chancellor of Victoria University.
The approval represents a significant step in Victoria University's expansion into India and aligns with the objectives of India's National Education Policy (NEP) 2020, which aims to increase access to globally benchmarked higher education while positioning India as an international education hub. Victoria University now joins a select group of international universities authorised by the UGC to establish campuses in India.
Delhi NCR Campus to Offer Industry-Focused Programmes
Located in Gurugram, the Delhi NCR campus will offer undergraduate and postgraduate programmes in high-demand disciplines, including Business, Data Science, Information Technology, Cyber Security, MBA (Global), and Master of Applied Information Technology. Students graduating from the campus will receive an internationally recognised Australian qualification.
"Receiving the Letter of Approval brings us one step closer to welcoming our first cohort of students at Victoria University India. It allows us to introduce an education model built around student success, innovation and close engagement with industry. At the heart of this is the VU Block Model®, which encourages students to immerse themselves in one subject at a time through collaborative, interactive learning. We look forward to creating a campus where students feel supported to explore new ideas, develop practical skills and graduate ready to succeed in an increasingly global workplace," said Professor Karen Dodd, Pro Vice-Chancellor, Victoria University India.
Campus to Welcome First Students This August
According to the university, preparations have been underway to deliver an Australian higher education experience in India, featuring modern learning spaces, student support services, industry partnerships and career development initiatives.
"Today's approval marks the beginning of an exciting new chapter for Victoria University India as we prepare to welcome our first students this August. Over the past several months, our focus has been on building a campus that reflects Victoria University's academic standards while responding to the aspirations of students in India. From world-class learning spaces and student support services to industry engagement and career development, every aspect of the campus has been designed to deliver a seamless Australian university experience in India. We are excited to welcome our inaugural cohort and begin this journey with them," said Abhishek Sharma, Chief Operating Officer, Victoria University India.
VU Block Model® and Global Opportunities
A key feature of the Gurugram campus will be the award-winning VU Block Model®, under which students study one subject at a time through intensive learning blocks, smaller class sizes and continuous assessment. Developed and refined in Australia, the model is designed to improve student engagement, academic progression and employability.
Students will also have access to Victoria University's Global Mobility Program, offering opportunities for semester exchanges, undergraduate transfers and postgraduate progression at the university's Melbourne campuses. Eligible students can further benefit from the VU Block Model® India Scholarship, which provides merit-based scholarships of up to ₹3 lakh per year throughout their programme.
